What the public record does not state
The draft text, its clause numbering, its definitions, any change summary, the ballot result and a publication date are not in the public record.
Basis: Not stated in the text. The absence is the finding. The draft text is not public. This page reads the public scope and the held ISO 22301:2019 clause set, and does not quote either as draft text.
01What applies
The public record carries the designation, title, committee, ICS, stage and stage date, and a scope. It does not carry the draft text, the clause structure, the terms and definitions, a change summary, the ballot result or a publication date. A DIS is not published for public reading. Any document that presents draft clause numbers or a change summary as the draft's content has a source the public record does not have, and a reader cannot check it. The planning date on this site is an estimate derived from the stage and the normal path, not a date ISO has committed to.
02Why it matters
This page exists to protect the buyer. Most of the risk in using an unpublished draft comes from treating an inference as a fact. Naming the gaps makes the site usable in an audit and makes the paid watch honest: the watch can only send what the public record shows.
03What good looks like
In any internal briefing, separate three headings: recorded, our reading, and not stated. Put the estimate under its own heading with the basis. When a consultant offers a change summary, ask for the source and whether it can be shared.
04Evidence an auditor asks for
Ask where a claimed draft clause number comes from. If the answer is a purchased copy that cannot be shared, the claim cannot be checked.
| Evidence | The record |
|---|---|
| Briefing | A briefing with recorded, reading and not stated kept apart |
| Estimate note | The planning date with its basis and its label |
05Where it commonly fails
- Presenting a summary as the draft's text
- Treating the estimate as a fixed publication date
- Asserting a ballot outcome that the record does not show
06What to do before the estimate
Add the three headings to the briefing template. Put the estimate in its own row with the basis.
