The honest limit. The watch cannot see an unpublished draft text. It watches the public record and the held ISO 22301:2019 text. When the draft or the ballot result appears, the record is refreshed and the diff is sent.
One record, one comparison
A scheduled job reads the ISO stage feed and the public scope, compares them with the record in this site and writes a change file. A change to the record is a change the watch sends. The same comparison is a build gate: if the official record changes, the build fails loudly until the record is reviewed. That is why the watch and the site cannot disagree.
